The Legal Metrology Act, 2009 governs how pre-packaged products are labelled and sold in India. Any business that imports, manufactures, or re-packs goods sold in sealed packages must register under this law and obtain an LMPC certification. The registration is issued by the Director / Controller of Legal Metrology and is required to be submitted alongside the Bill of Entry (BOE) at Indian customs.
In simple terms, LMPC registration is your legal green light to bring pre-packaged products into India and put them on the market โ without it, your goods don't move past the port.
Who Needs LMPC Registration?
LMPC registration is issued in three categories. You must identify which applies to your business before applying.
Importers
Any business or individual bringing pre-packaged goods into India from another country. The LMPC certificate for import must be submitted to customs with every Bill of Entry. This is the most common category for foreign product brands and trading companies.
Manufacturers & Packers
Indian companies that produce and package goods for sale in sealed form โ including FMCG, electronics, chemicals, food items, and more โ need LMPC registration to legally sell in the domestic market.
Re-Packers
Businesses that procure bulk goods and re-pack them into smaller, retail-ready units with an MRP label. Even if you don't manufacture the product yourself, re-packing makes you responsible for compliant labelling under LMPC rules.
๐ Pro tip: If you are an importer, note that a late fee is applicable if you apply for LMPC registration more than 90 days after beginning imports. Always apply before your first shipment arrives.
Which Products Require an LMPC Certificate?
Any commodity sold in a pre-sealed, pre-measured package without direct customer involvement in the packing process falls under LMPC rules. Examples include:
Food & Beverages
Packaged food, baby food, edible oils, beverages, spices, cereals, and dairy products.
Electronics & Electrical
Consumer electronics, home appliances, batteries, cables, wires, and LED products.
Personal Care & FMCG
Cosmetics, toiletries, cleaning products, health supplements, and pharmaceutical OTC products.
Construction & Industrial
Paints, bagged cement, chemicals, adhesives, lubricants, and plastic materials.
Textiles & Apparel
Packaged garments, fabric rolls sold by weight, wool, and yarn in sealed bundles.
Petroleum Products
Gasoline, LPG cylinders, packaged motor oils, and similar pre-measured fuel products.
Mandatory MRP Label Declarations After LMPC Registration
Once your LMPC certificate is issued, every product package must carry the following declarations in Hindi or English. This is strictly enforced by Legal Metrology inspectors.

How to Apply for LMPC Certificate Online โ Step by Step
The entire LMPC registration process is now online via the National Single Window System (NSWS). Here's how it works:
Prepare Your Documents & Label Draft
Organise all required documents โ IEC, GST certificate, identity proof, and business documents. Draft the MRP label sample with all mandatory details as per LMPC rules. This step is critical; an incorrect label is the most common cause of application rejection.
Register & Log In on NSWS Portal
Create your login credentials on the National Single Window System (nsws.gov.in) portal. This is the official government platform for all LMPC online registration applications. All state-wise registrations are now consolidated here.
Fill the Application Form & Upload Documents
Complete the LMPC application form, upload all required documents, and attach the sample label. Double-check every field โ errors here cause unnecessary back-and-forth with the Legal Metrology department.
Pay the Government Fee
The government fee for LMPC registration is โน500, paid directly on the NSWS portal. Keep the payment receipt as proof for your records.
Query Resolution & Certificate Issuance
The Legal Metrology department (Krishi Bhawan, Delhi) reviews your application. If any query is raised, it must be responded to promptly. Once approved, the LMPC certificate is issued in digital form โ valid permanently with no expiry date.

LMPC Certificate Validity & Important Rules
Lifetime Validity
Unlike most regulatory certifications, the LMPC certificate does not expire. It is valid for perpetuity โ no renewal is required once issued. The certificate does not carry an expiry date on its face.
Pan India Validity
The LMPC certificate issued via the NSWS portal is valid for selling and importing goods across all Indian states and union territories โ a major improvement over the earlier state-specific process.
Submit at Customs
For importers specifically, the LMPC certificate must be submitted along with the Bill of Entry (BOE) to customs officials at the port of entry. Without it, your shipment can be held up indefinitely.
โ ๏ธ Penalties for Non-Compliance
Importing or selling pre-packaged goods without a valid LMPC certificate โ or with non-compliant MRP labelling โ can attract penalties ranging from โน4,000 to โน25,000 depending on the nature and severity of the violation. Repeated violations can also attract provisions for imprisonment under the Legal Metrology Act. Additionally, if you apply for the certificate more than 90 days after starting imports, a late fee is imposed.
