Quick Answer:
BIS registration in India means getting a BIS approval so you can legally make, import or sell a product covered by Indian quality rules. The route depends on the product. Many electronics need CRS registration. Many other goods need an ISI mark licence. Foreign makers apply too, with an Indian representative.

What Is BIS Registration in India?
BIS means the Bureau of Indian Standards. It is the national standards body of India. BIS gives approvals to products. An approval shows that a product meets an Indian standard.
People say “BIS registration” for many things. Sometimes they mean CRS registration for electronics. Sometimes they mean an ISI mark licence. Sometimes they mean a licence for a factory outside India. The words are common, but the process is not one single process.
So the first job is simple. Find out which BIS route your product needs. Our BIS registration service page shows how we help with this.
BIS Registration, BIS Certification, ISI Mark and CRS: What Is the Difference?
| Term | What it usually means |
|---|---|
| BIS registration | An everyday phrase. Most often it means CRS registration. Some people use it for any BIS approval. |
| CRS registration | The Compulsory Registration Scheme. It works on self-declaration of conformity. The maker gets a unique R-number. It is Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. |
| ISI mark / BIS licence | A licence to put the Standard Mark on your product. It falls under BIS product certification (Scheme-I). |
| FMCS | The Foreign Manufacturers Certification Scheme. It is for foreign makers of products other than Electronics and IT goods. |
| BIS certification | The wide term. It covers all of the above. |

Is BIS Registration Mandatory?
It depends on the product. BIS says its certification is generally voluntary. But for products the government has notified, it is compulsory. These rules come through Quality Control Orders (QCOs).
If your product is on a notified list, you need the approval to make, import or sell it in India. CRS orders have come from MeitY, MNRE, the Ministry of Chemicals and Fertilizers and the Ministry of Textiles.
How to check in three minutes:
- Open the BIS page called “Products under compulsory certification”.
- Search for your product name.
- Note the Indian Standard (IS) number and the scheme.
If your product is not listed, BIS approval is usually optional. Some buyers may still ask for it.
Which BIS Scheme Applies to Your Product?
| Your situation | Likely route | Who applies |
|---|---|---|
| Factory in India, product under CRS | CRS registration | The manufacturer |
| Factory in India, product needs the ISI mark | ISI mark licence (Scheme-I) | The manufacturer |
| Factory outside India, product other than Electronics and IT | FMCS | The foreign manufacturer, with an Authorised Indian Representative |
| Factory outside India, electronics or IT product | CRS, with an Indian representative (confirm on the CRS portal) | The foreign manufacturer |
| You only import or trade the product | Use your supplier’s BIS number | Ask the maker to apply |
| You are not sure | Check the QCO list first | Ask BIS or a consultant |
FMCS is applied for per product and per factory site. One licence does not cover other factories.
BIS Registration Process: Step by Step
The steps below are the common path. Each scheme has its own small changes, so follow the portal for your product.
- Confirm your product is covered. Find it on the BIS list. Write down the IS number.
- Pick the right scheme. Use the table above. A wrong scheme wastes weeks.
- Get your papers ready. See the documents list below.
- Test the product. Use a BIS-recognised lab. You can search labs by IS number on the BIS LIMS site. CRS also has its own lab list. Our BIS product testing page explains the testing step.
- Apply online. BIS accepts product certification applications online only. ISI and FMCS use the MANAK portal. CRS uses the CRS portal.
- Pay the fees online. Payments are also online.
- Answer BIS questions. BIS may ask for more papers. For ISI, BIS may check your factory and test samples.
- Receive your registration or licence. Then use the mark or R-number as the rules say. Keep up with renewals and checks.

Documents Required for BIS Registration
The list changes by scheme and product. Check the checklist on the portal before you apply. These are the papers most applicants need to prepare.
For most applications
- Business proof, such as registration or incorporation papers
- Address proof of the factory
- ID and authority letter for the person who signs
- Product details, model names and the IS number
- Test report from a BIS-recognised lab
- Labels or marking details
Often added for ISI mark licences
- Factory details, such as machines and process
- Test equipment details or lab arrangement
- Quality control plan
For foreign manufacturers
- Authorisation letter naming the Authorised Indian Representative
- Papers of the foreign factory
- Details of the Indian representative
For CRS, see our CRS documents list.
BIS Registration Fees
These are the BIS fees we found for ISI mark (Scheme-I) and FMCS licences on the official fee lists. We checked in October 2026.
| Fee | Amount |
|---|---|
| Application fee (not refundable) | ₹1,000 |
| Annual licence fee | ₹1,000 |
| Renewal application fee | ₹1,000 |
| Late renewal fee | ₹5,000 |
| Duplicate licence | ₹1,000 |
| Counter-sample witnessing | ₹10,000 plus travel |
| Marking fee | Changes by product and BIS notice. Check the current fee page. |
BIS changed marking-fee notices several times in 2025 and 2026. So always check the BIS fee page and the MANAK fee tool before you plan your budget.
Costs that are not BIS fees
- Lab testing charges, set by the lab
- Sample and courier costs
- Inspection and travel costs
- Consultant fees, if you hire one
These vary a lot by product. Be careful with any site that gives one fixed total for every product. Ask for a written quote that splits each cost. Our BIS certification cost guide explains more. CRS fees are on the CRS portal, so check them there.
How Long Does BIS Registration Take?
Some websites say 30 to 90 days. In the BIS pages we checked, we could not find one official number that fits every product. A better way is to plan by stage.
| Stage | What decides the time |
|---|---|
| Scheme and papers | How ready your documents are |
| Lab testing | Lab queue, sample supply, any failed test |
| Application review | Correct data, BIS queries and your reply speed |
| Factory inspection (ISI) | Inspection slot and any gaps found |
| Grant | Closing every query |
Fast answers to BIS queries are the easiest way to save time.
Validity and Renewal
For ISI mark licences, BIS says the first licence is valid for up to two years once the advance minimum marking fee is paid. Renewals can run up to five years. A licence is valid only for the product varieties listed on it.
For CRS, sources we read disagree on the validity period. So check the CRS portal for the current rule. Do not rely on a blog, including ours.
Common Reasons for Delay or Rejection
- Choosing the wrong scheme
- Using the wrong IS number
- Test report from a lab BIS does not recognise for that product
- Names or addresses that do not match across papers
- Missing models or variants in the application
- Slow replies to BIS questions
- Late renewal, which adds a ₹5,000 fee for ISI and FMCS licences
What Happens If You Skip BIS Registration?
If your product is on a notified list, selling it without the needed approval can lead to legal action under the BIS Act, 2016. The exact action depends on the case. Read the Act and the QCO for your product on the BIS website. Do not rely on numbers quoted by random sites.
