What Is BIS Registration in India?

BIS means the Bureau of Indian Standards. It is the national standards body of India. BIS gives approvals to products. An approval shows that a product meets an Indian standard.

People say “BIS registration” for many things. Sometimes they mean CRS registration for electronics. Sometimes they mean an ISI mark licence. Sometimes they mean a licence for a factory outside India. The words are common, but the process is not one single process.

BIS Registration, BIS Certification, ISI Mark and CRS: What Is the Difference?

Is BIS Registration Mandatory?

It depends on the product. BIS says its certification is generally voluntary. But for products the government has notified, it is compulsory. These rules come through Quality Control Orders (QCOs).

If your product is on a notified list, you need the approval to make, import or sell it in India. CRS orders have come from MeitY, MNRE, the Ministry of Chemicals and Fertilizers and the Ministry of Textiles.

How to check in three minutes:

  1. Open the BIS page called “Products under compulsory certification”.
  2. Search for your product name.
  3. Note the Indian Standard (IS) number and the scheme.

If your product is not listed, BIS approval is usually optional. Some buyers may still ask for it.

FMCS is applied for per product and per factory site. One licence does not cover other factories.

BIS Registration Process: Step by Step

The steps below are the common path. Each scheme has its own small changes, so follow the portal for your product.

  1. Confirm your product is covered. Find it on the BIS list. Write down the IS number.
  2. Pick the right scheme. Use the table above. A wrong scheme wastes weeks.
  3. Get your papers ready. See the documents list below.
  4. Test the product. Use a BIS-recognised lab. You can search labs by IS number on the BIS LIMS site. CRS also has its own lab list. Our BIS product testing page explains the testing step.
  5. Apply online. BIS accepts product certification applications online only. ISI and FMCS use the MANAK portal. CRS uses the CRS portal.
  6. Pay the fees online. Payments are also online.
  7. Answer BIS questions. BIS may ask for more papers. For ISI, BIS may check your factory and test samples.
  8. Receive your registration or licence. Then use the mark or R-number as the rules say. Keep up with renewals and checks.

The list changes by scheme and product. Check the checklist on the portal before you apply. These are the papers most applicants need to prepare.

BIS changed marking-fee notices several times in 2025 and 2026. So always check the BIS fee page and the MANAK fee tool before you plan your budget.

How Long Does BIS Registration Take?

Some websites say 30 to 90 days. In the BIS pages we checked, we could not find one official number that fits every product. A better way is to plan by stage.

Validity and Renewal

For ISI mark licences, BIS says the first licence is valid for up to two years once the advance minimum marking fee is paid. Renewals can run up to five years. A licence is valid only for the product varieties listed on it.

For CRS, sources we read disagree on the validity period. So check the CRS portal for the current rule. Do not rely on a blog, including ours.

If your product is on a notified list, selling it without the needed approval can lead to legal action under the BIS Act, 2016. The exact action depends on the case. Read the Act and the QCO for your product on the BIS website. Do not rely on numbers quoted by random sites.
